Dear Hilary Nutting:
By now I’m sure you have gotten my, 10/3/05, 8:40 a.m., emotional phone message and here is the “official written version.”

Subject: Big Bear Grizzly, Page A-6, 9/28/05, Inside News section,
Your written statement about a major change in the Big Bear Sheriff’s department seems weak at best.

Your “complete” written statement is:
“During public forum, Lt. Joe Catalano of the big Bear Sheriff’s Station announced that Captain Bobby Philips will be reassigned to the city of Highland effective Oct. 15. Catalano also said three others were promoted to captain, including himself. Catalano will be working in Twin Peaks effective Oct. 15.”

I have only been living in the Big Bear Lake area for a little over a year and this little community is rather tight and personally gets involved with each other, in my opinion. In fact on September 23, 2005, Captain Bobby Philips personally called me regarding my complaint of Detective Lutz, possibly illegally questioning a minor at the Big Bear YMCA camp, during a fire inspection!

The Point is that Captain Philips took the time to call me and that doesn’t happen in other Inland Empire communities in which I have lived.

I would like to know more about the reason for the two transfers.

Where is the city of Highland? Is that the city located in San Bernardino near the airport? I lived in that city of Highland and believe me that is no promotion for Captain Philips, in my opinion.

What are the names of the other two who where promoted to Captain and when and ware was this promotions held, witnesses? Are they from the Big Bear Sheriffs department and if not where are they from?

Who will be the top Big Bear Sheriff?

The obvious question is why make it difficult for Captain Philips and Catalano by moving them from the Big Bear lake office?

This just seems like a stupid unsafe strategy by taking away the leader of our community and making communications more difficult in an up coming fire season.

City hall tells me they don’t know where the new captain is from and shuffling personal around is not unusual. Being not unusual doesn’t make it safe, in fact shuffling personal around would seem to make it less safe, as far as communications goes.

Like I said at the end of my phone message, “If this transferring of Captain Catalano and Captain Phillips has anything to do with my letter writing then this community is really sick.”

Reasons for moving Phillips and Catalano?
I want to use this letter as my public protest against the person(s) responsible for putting the safety of Big Bear citizenry at risk during this fire season. At risk by moving two of our most fire conscious leaders to work in the none-Big Bear area during the start of our fire season. My respect for the community politicians of Big Bear for allowing this transfer has again lowered my option of them.

The Grizzly, making a point to use the front page showing the city attorney advising the planning staff to have a traffic engineer view the design change of 10 inches to a road exit seems of lesser importance then moving Phillips and Catalano.

Where is the Big Bear City Attorney?
According to my 10/03/05, phone conversation with Big Bear City Hall, 866-5831, Attorney Steve Deitsch, is the Big Bear City attorney. Attorney Deitsch’s mailing address is not even in the County of San Bernardino but in Riverside County. Seems like a stupid unsafe strategy. I say stupid unsafe strategy because it takes away the community’s legal making communications. In fact Big Bear Lake City Attorney Steve Deitsch has no phone listing in the 50-mile areas surrounding Big Bear Lake, city of San Bernardino, or city of Riverside.

Why should a Citizen need the phone number of the City Attorney?
How do I get in touch with the city attorney to know if Sheriff Chief Gary Penrod, has a legal right to strip Big Bear Lake of its Sheriff, and thus put unnecessary harm to us citizens during the fire season for example?

Why did Sheriff Chief Penrod have Captain Phillips and Captain Catalano transferred? Was it to prevent an investigation of Detective Lutz by the Big Bear DA Kris Parde? In fact, in my 9/24/05 letter, I requested such an investigation by Attorney General Bill Lockyer’s Inquire Unit. I requested Lockyer’s Inquire Unit to investigation to see if Detective Lutz and Captain Phillips did illegal questing, to a child at the Big Bear YMCA camp.

The ability of a poor citizen to have a city attorney present information to a DA would give credibility to such a request rather then a poor person like me trying to explain it in a letter like this.

For the good of the city here is another example for a city attorney viability to represent more then city officials.
What if a poor citizen wanted to know legalities about the fire code at the Big Bear YMCA camp and its lack of enforcement by Mr. James Dubuque, Supervisor of code enforcement?

These questions seem legitimate to me in the wake of National corruption on all government levels and Hurricane Katrina’s deaths to the poor.

Sincerely,
Carl G. Mueller, Nam 68

Subject:
9/23/05, Detailed phone conversation with Big Bear Sheriff Captain Bobby Phillips about Deputy Edward Jimenez incident report #160501282.

Big Bear Sheriff Captain Bobby Phillips told me on the phone that he saw a conversation, on or about 9/1/05 between Detective Lutz and the arrow shooting boy but, didn’t hear the conversation, so he Captain Phillips, could not tell me if the boy Lutz was questing was the only boy who, supposedly without supervision, shot an arrow or arrows into the sky and one almost hitting me in the head. Captain Phillips also told me that he was at the camp helping to do a fire inspection and the fact the boy was at the camp was just a lucky opportunity for Detective Lutz and himself.

My thinking tells me Captain Phillips was lying to me over the phone about the fact that he was unaware that the arrow shooting child would be at the camp and that he, Captain Phillips, was at the camp for the prime purpose to help in the fire inspection.

Based on the above two paragraphs and your email to me, in which you stated you where at the camp on or about the fire inspection date, I would like you to, tell me in a written letter:
1. If you helped in the transportation of the arrow shooting boy up to or back from the camp, and or talked to the boy earlier than Detective Lutz’s questing of the boy?
2. Do you, or anyone you’re aware of, coach or talk to the boy, or make arrangements for someone else to talk to the boy about the arrow shooting incident, after the boys original group camp’s vacation ended?

The reason I write this is because I seem to see a pattern in which the camp will use children in order to protect the camp’s reputation, even if the camp uses the children in a unlawful way. This also appears true of the San Bernardino Sheriffs Department.

EXAMPLE:
Without the parents present, detective(s) and or others, questioned the unknowing child about a possible homicide cover-up attempt by camp personal. Personal, who may have had a **motive to blame this particular child as the only possible shooter of the arrow. A **motive in which I presented in writing at the Sheriff meeting you attended on 8/16/05.

My conversations with Mr. Hastings, and Deputy Edward Jimenez, during the incident report #160501282, and in which I brought up, at the 8/16/05 meeting, shows more then one child shot arrows recklessly.

No Sheriff’s paper trail of the 8/16/05 meeting exists as far as I know or as Sheriff Chief Gary Penrod’s Internal affairs division reprehensive Sergeant Lana Tomlin knows, as per my conversation on 9/23/05 with both Captain Phillips and Sergeant Tomlin.
8/16/05 meeting and the letter I presented at the meeting can be seen at:

Big Bear Sheriff Captain Bobby Phillips told me on the phone that he would be informing me when I could come to the Sheriff Station to pick up the additional report regarding the further investigation of Deputy Edward Jimenez incident report #160501282.

Therefore I request you, Mr. Andrews, to write Big Bear Sheriff Captain Bobby Phillips, and please send me a copy, about all the boys who where shooting arrows recklessly on the afternoon of 8/3/05. Information you may be able to provide according to information you may be able to get and not just Mr. Hasting's information. I say this because this investigation seems to be slaking for reasons in which I believe, deal around illegal drug trafficking and or use at the camp, of which you are the representative.

I’m having Attorney General Bill Lockyer @ Public Inquiry Unit investigate Captain Bobby Phillips allowing a detective to question a child without the parents present. And the fact the camp knowingly allowed such, or even instigated such an arrangement, for the purpose to purge the camp of gilt. Guilty of the fact that one or more of the YMCA camp personal are drug users and may have tried to hurt me with an arrow, then blame the shooting on one unlawfully pressured child.

Sincerely,
Carl G. Mueller, Nam 68

Dear Mr. James Dubuque and To Whom It Should Concern:
Example of a person it should concern: Big Bear Lake Supervisor, Dennis Hansberger ebailes@sbcounty.gov and other Email witnesses.

Subject: Involuntary Manslaughter because of planed incorporated negligence

Thank you for taking the time to call me and I’ll use this letter as a recite regarding our phone conversation on 9/13/05.

Laws and Code denies report thus endangers public
During the conversation I requested a copy of the letter sent to the YMCA camp about the fire inspection that I said, might have taken place on 9/1/05. You indicated that you where not sure if I could have a copy of the letter. I did warn you that any written material you send me could be used against you, and you seemed unwavering as if that automatically is understood and such responsibly comes with being the leader of code enforcement, and I appreciate that.

I trust the Sheriffs department doesn’t work against you because it appears to act that way with me, therefore I might be sending you some of the correspondence I have had with the Sheriffs department. I request you get a copy of the Sheriffs department written statement about the 8/16/05 meeting in which fire safety code was conversed. Please send me a copy of that written statement. I will be sending a copy of this letter to Attorney General Bill Lockyer @ Public Inquiry Unit and that might help communications between you and the Sheriff’s department, and in particularly with San Bernardino County Sheriff Gary Penrod’s Internal Affairs Division.

Child Safety drug testing Code?
In our phone conversation I mentioned slightly about the fact that you hand no information about the 8/16/05 meeting I had with Big Bear YMCA camp official, Ms Tara Poposina and the Sheriffs department. I mentioned about a Code for the screening and testing process of camp personal; drugs for example. Codes for personally testing of clients and types of mass evacuation provided by big Bear Lake in the event of a fire. A fire that would separate Bear Valley road from the camp, thus the need for large boats; hopefully the lake isn’t frozen causing boats unusable because of thick ice in some places allowing children to try and walk across it, only to find out to late that the ice isn’t safe, then watch friends brake threw the ice and drown in a terrify struggle with death. I witnessed a friend die that way at the age of 10.

One only has to play with the above scenario for a short time to realize that camp evacuation could be impossible during particular times of the night and weather conditions etc.
Point being, the location of the camp is too dangerous and should be taken by emendate domain since Santa Monica YMCA supervisor Ms Tara Poposina didn’t want to lose the camp even if lives where placed in a dangerous environment. At the 8/16/05 meeting she seemed to think the Code allows, what I conceder, camp neglecting of the grounds, thus causing a fire danger to us neighbors. She felt the camp was in the limits of the codes. Lieutenant Joe Catalano pressed Ms Poposina about testing for illegal drugs but Ms Poposina refused such a commitment then. What does the Code say about that? Ms Poposina said she would decide if camp personal or clients should be tested for drugs or unsafe personalities.

Pattern of secrecy, and denial of responsibly, Example given:
Mr. Dubuque, one of the reasons I will ask Attorney General Bill Lockyer’s Public Inquiry Unit to investigate the 8/16/05 meeting regarding Codes and Deputy Edward Jimenez’s, Incident report #160501282 is because a pattern of secrecy, and denial of responsibility appears intentional, and a plan for non- responsibility is designed into such non paper trail meetings. A meeting with no written report given to the participants and the newspaper public deliberately allows for the excuse of ignorance and secrecy and puts children in danger so adults can be irresponsible for the children’s safety. A direct example is the fact that you appeared unaware of my involvement in this fire safety matter even after I have sent many E-letters to those listed below. You are either being secretive to me or your colleagues are being secretive to you and or failing in their duties. Obviously it’s only my opinion but such poor communications is why I will request Attorney General Bill Lockyer’s Public Inquiry Unit to investigate and replace irresponsible government personal.

Those Receiving my letters, thus reason for you to know about 8/16/05 meeting.

Hurt Big Bear’s image
Some of my Web blogs even contain the email address of those who received my email letters; and still you Mr. Dubuque where not informed? Based on my one year of living in the Big Bear Lake area, I would guess some would rather not share negative information with the public because the “negative truth” would hurt Big Bear’s image.

Evacuation plan every year?
The YMCA camp owners and or Big Bear Lake (BBL) politicians are allowing a dangerous situation to exist. I say contributing to a dangerous situation because; I’ll bet that you Mr. Dubuque, or any BBL agency doesn’t have the authority to close the BBL YMCA camp. Close the camp because of required laws or Codes that demand the camp submit an updated evacuation plan every year. A BBL approved evacuation plan based on different avenues of escape, based on weather conditions and viable departure plans. Plans in the event Bear Valley road is blocked off and other possible scenarios.

Real Example:
34 deaths accrued at St. Rita’s Nursing Home because of hurricane Katrina. Louisiana State Attorney filed involuntary manslaughter chargers (34 counts of negligent homicide) against the operators of St. Rita’s Nursing Home because they refused to remove 34 of the patients.
http://www.latimes.com/news/nationworld/nation/la-na-nursing14sep14,1,5266214.story?coll=la-headlines-nation

BBL Scenario:
1. 34 deaths accrued at the Big Bear Lake YMCA camp because a fire forces the camp’s children to find safety in the lake.

2. Incorporated City of Big Bear Lake’s refuses to close the Big Bear YMCA camp. Refuses to close the camp knowing that they, the City of Big Bear, cannot provide sufficient evacuation of the camp in the event Bear Valley road is blocked, because of fire, mudslides, road repairs etc.

3. Who’s responsible because “Incorporated” City of Big Bear Lake didn’t have boats big enough to break through ½ inch thick ice and evacuate the 100 people, 24 who had drown falling through thin sections of the ice and 10 who had been burned alive?

Does being “Incorporated” add extra protection to Big Bear Lake lawmakers and Code enforcement agencies from lawsuits?
I write that sarcastically because, deliberately placing 100’s of children at a time on an “evacuation challenged peninsula”, which is located in a town that only 2 years ago was entirety evacuated because of fires, seem irresponsible if not down right stupid; as stupid as a mine Katrina evacuation. A peninsula that, under some mountain winter weather conditions, at night for example, would become very difficult, if not plain impossible, to evacuate in a fire consuming restricted time frame.

Email witnesses
Mr. Dubuque, do you think there might be 34 counts of negligent homicide in such a BBL scenario, knowing about the Email witnesses? If a death should accrue because of a dangerous environment, do you now think that the camp’s owners and or BBL politicians, and possibly yourself, are NOW guilty of involuntary manslaughter? Now, because it has been brought to your attention and there are email witness?

The point is hurricane Katrina
The point is that hurricane Katrina should serve as a wakeup call, not just about FEMA, but also about inept political hacks, law enforcement cronyism and hypocritical newspapers nationwide.

Sincerely,
http://www.santamonicaymca.blogspot.com/2005/09/involuntary-manslaughter.html

Force curruption investagation

“Us Citizens need to “force the action” and this letter attempts to do just that”

When the DA’s of Louisiana and Mississippi slacked off in stopping local corruption, then those DA’s became part of the corruption. Noticing the weakness of time and money in the DA’s office the politicians spend time making corrupt deals and bragging how they won their corruptions chargers in the courts. Meanwhile those in need of education and protection go mostly unnoticed until it’s too late.

I think the media needs to strength the hand of law and order.
Below is my simple true example of me trying to use E-mail to force my local Sun newspaper to push my county DA into investigating local political corruption. I use the Sun’s own newspaper story to help in this force and push combination to investigate my local Supervisor Dennis Hansberger. I use the pressure of exposure of other E-mail recipients, so my local DA can’t say he doesn’t know of the trouble of which I explain about in this E-letter.

This E-letter and my web blogs and other sarcastic E-letters try to expose Supervisor Hansberger, who in my opinion and the opinion of many others took kickback money that should of made Hansberger lose his Supervisor job. Hansberger may be eyeballing kickback money in the form of a land deal that would allow a Santa Monica operated YMCA camp to be a slacker. A slacker about fire safety and evacuation. The camp is located on a peninsula in Big Bear Lake, CA. The below Sun news article is about a kickback money land deal but, on a much smaller scale then the $25- 50 million YMCA land deal. Safety and drug testing of personal slacker, for the Big Bear YMCA camp is, Ms Tara Poposina. www.santamonicaymca.blogspot.com
http://santamonicaymca.blogspot.com/2005/08/ymca-santa-monica-ca-big-bear-lake.html

I don’t expect this insulting letter or hurricane Katrina’s deaths and suffering to do much long lasting good for society because, I read and reread my book “Breach Of Trust: How Washington Turns Outsiders Into Insiders” By Tom A. Coburn, M.D. former U.S. Congressman and now U.S. Senator of Oklahoma.

Here is my letter to The San Bernardino County Sun Newspaper:
www.sbsun.com
voice@sbsun.com,

Subject:
9/9/05 Front Page Headline about my Big Bear Lake Supervisor Dennis Hansberger. Dennis Hansberger says Mr. Foster, his chief of staff, is not guilty of fraud or illegal activities, but the Sun’s whistle blower claims Foster is guilty of rule violations and the Sun claims foster is guilty of ethic violations.

If the above article is even half true then I request the Sun have the San Bernardino DA investigate Hansberger’s receiving kickback money by a political supporter and Board of Supervisors Postmus investigated for obstruction of justice.

9/9/05 article:
The 7 and 8th paragraphs from the end:
Hansberger’s political supporter makes a land deal with Hanberge’s chief of staff.

8th paragraph from the end:
One year latter Hansberger’s political supporter and Hansberger’s chief of staff each make about $50, 000 profit on the resale of that same small slice of land.

3rd paragraph:
Hansberger’s chief of staff broke county rules.

4th paragraph from the end:
Hansberger’s chief of staff broke ethics policies.

5th paragraph:
Hansberger, says his chief of staff was NOT involved in any fraud or illegal activities.

6th paragraph:
Board of Supervisors Postmus, indirectly says the matter is closed.

12th paragraph from the end:
Hansberger’s Chief of staff was in the county’s last big scandal.

My personal question about the 9/9/05 Sun article:
Hansberger himself was a major villain in the counties last big scandal but Hansberger’s sharing in the scandal is not mentioned in the 9/9/05 Sun article, why?

Sincerely,
Carl G. Mueller, Nam 68

To:
Lieutenant Joe Catalano, Big-bearlake@sbcsd.org
PO Box 2803
Big Bear Lake, CA 92315
(909) 866-0121

Dear Lieutenant Catalano:
Subject
Deputy Edward Jimenez, Incident report #160501282, I received a phone message from Detective Ken Lutz about August 29, and on August 31 we got together on the phone to talk about his August 29th phone message.

Need Lieutenants Permission
Detective Lutz informed me he would investigate into the arrow shooting if requested to by Lieutenant Catalano. I’m requesting you to have Detective Lutz investigate the shooting. Detective Lutz made many verbal reasons why not to investigate the shooting and I feel I answered all his objections with logical facts. He asked me many questions and tried to get me mixed up and since I new all the facts; his trickery seemed weak.

Respected Tuff Tricky Questions
I do want to say I respected the fact that Detective Lutz asked tuff questions regarding motive. And like you Lieutenant, Detective Lutz understood drugs could make a person act unreasonable. Detective Lutz was disappointing when he felt I should stop my inquires because if Dean Hastings or the YMCA camp doesn’t want to give information then the investigation will come to an end.

Requested further Investigation
I told Detective Lutz that the investigation should not stop because of second hand information that was presented at the 8/16/05 meeting by Santa Monaca YMCA director Tara Poposina. I said it would be unfair for me to start writing letters saying that Tara Poposina is not being cooperative with the Big Bear Sheriffs department, regarding drugs and possible life threatening circumstances. Circumstances in Deputy Edward Jimenez, Incident report #160501282 and circumstances presented in writing in the form of a letter dated 8/15/05, to Sergeant Matt Schilling and presented at the 8/16/05 Big Bear Sheriffs Department meeting, attended by Ms Poposina, and you Lieutenant Joe Catalano.

Whistle Blower
I’m sure that the parents of those attending the Big Bear YMCA camp would not want to hear about my unfair accusations of Tara Poposina's unsafe camp conditions. Unsafe conditions due to Tara Poposina's anti drug testing of children’s camp supervisors. Children’s supervisors who party into the early morning hours and have been “proven derelict in their duties”.

Child Watchdog Groups Can Be Requested
I’m sure I could find child watchdog groups on the Internet who might be interested in my personal observations of child endangerment, even if the Big Bear Sheriff investigators should concede to Santa Monica and use a deluded investigation.

Previous case in 2003 indirectly shows Deputy Jimenez indifference when I complained about child endangerment.
I have written proof in the form of letters sent to Sheriff Gary Penrod showing Deputy Edward Jimenez (most likely) was lacking in his duties, thus possibly causing child endangerment, when I reported to Edward Jimenez, that in Nov. 2003 my Crestline neighbor Joe, beat his son and verbally threaten to beat his daughter. Deputy Jimenez appears to have this same indifference in incident report 160501282.

Indifference is designed into a pattern of confusion so facts become deluded.
This indifference is a pattern of the Sheriffs department’s behavior. Sheriffs department causes a patter of confusion using many personal so facts can be deluded. The facts are deluded because nothing is in writing except the incident report 160501282. Indifference is obvious because investigators take the road of least resistance instead of doing their job correctly.

I personally defended myself using the Sheriffs Departments own pattern of confusion to win two court cases brought against me by the San Bernardino’s District Attorney Office.
Case MCF006989
Case MCF007067
Essentially I showed the DA’s office was suppressing evidence.
A good understanding of the facts can be read in my 10 page 12/25/03 letter to Judge Michael M. Dest, whom I proved was a liar using his letter and his court transcripts. A San Bernardino Courthouse Judge overruled Judge Dest.

Copies of the 12/25/03 letter where sent to 44 others. 4 Examples:
1. Attorney General Bill Lockyer (@Public Inquiry Unit)
2. Sergeant, Ben L. Boswell, Twin Peaks Station (Dirty Cop Lover)

Up date note:
September 1, 2005, 9:15 a.m. looks like the beginning of an inspection at the Big Bear YMCA camp. I say this as to show the observation location of which I live.
One car in the parking lot is a dark colored 4-door Sedan, license 3VJZ828.

Dangerous environment is also the Camps Northern neighbor!
11:30 a.m.and I still have not seen the inspectors walking the North fence line or East fence line or South fence line or my West fence line. I walked all three and the North line looks the worst and most dangerous when one walks the camps northern neighbor’s fire hazardous property. I guess that is a different way of looking at the dangerous environment that the children are surrounded with! The hazardous neighbors!

11:44 a.m. and looks like all had left except dark colored 4-door Sedan, license 3VJZ828
12:15 p.m. I'm off to the library to use the Internet and do some searching, & bloging.

FIRE Information
Some Free library information about FIRE that is obviously not concerning to the above people because I must first insult them into action. Insult them into action just to help children; that’s pathetic.

Laws must be changed so I request everyone’s help by encouraging our Big Bear Supervisor Denis Hansberger ebailes@sbcounty.gov, to change zoning laws for the YMCA camp.

Unfortunately such laws for safety at the location would be restrictive to the children and expensive to the taxpayers. Evacuation for example, when the Peninsula camps exits are closed because of a fire, and evacuation must be done by boat or helicopter like is being done in Louisianan and Mississippi.

Thus I request Supervisor Hansberger to use the power of Eminent Domain to force the camp to move for the benefit of the children and the neighbors.

Investigate why weak safety codes on vacation camps, and why YEARS of NOT investigating and enforcing the fire safety of the Big Bear YMCA camp?

It appears obvious to me, by my personal observation and conversations, that certain fire safety laws/codes where not noticed and or enforced at the Big Bear Lake YMCA camp for many years. Parents of children would like to think that safety concerns for their children would be a serious consideration. Oh how wrong these parents are.

Legal system slackers
When hundreds of children’s lives are placed at an “unnecessary risk” because of “management slackers” and slackers within the Big Bear “legal system”, it becomes time for Internal Affairs Division to investigate and suggest removal of such slackers. Perhaps the Internal Affairs Division is also a slacker when one sees the many years that child have been at risk because of theses conniving government, cooperate, and media freeloaders.

Internal Affairs Division is also a slacker
It would appear the enforcement of codes to protect children would be high on the Internal Affairs Division watch list, since the death of children at a Christian camp, near Highway 18, during the 2003 Christmas floods. Floods that took place because of the 2003 fires, fires that evacuated the entire city of Big Bear, Crestline and others.

I make my request to investigate based on:
1. Personal observations of slackers attending 8/16/05, 11:00 am meeting at the Big Bear Sheriff’s department.
2. Personally viewing the YMCA camp while “walking” around its fenced in area and standing at its North East corner.

Between 8/24/05 & 8/26/05, and within ½ block of the YMCA camp, the above two points where briefly point out to:

Eminent Domain for the safety of Children
Even if all the fire and safety codes are met at the Big Bear YMCA camp one thing that can NOT be fixed is the location. The camp is located on the North Western end of the Bolder Bay Peninsula and there are only two exits from the Peninsula. They are ¼ mile apart and both exits enter from the north onto Bear Valley Boulevard.

Restricted Evacuation
I think there is a good possibly that a heavy rainstorm could cause restricted evacuation from the YMCA camp. Same restricted evacuation that Sheriff Gary Penrod was concerned about, as written by San Bernardino Sun’s reporter Guy McCarthy’s story regarding fires, floods and children’s deaths, 8/23/05. voice@sbsun.com

Why a good possibly of restricted evacuation
Helicopters worked for weeks this last couple of months removing trees from the mountains north side just opposite of the two exits of the Bolder Bay Peninsula. Heavy rains could cause unstable cliffs and boulders blocking the exits just as reporter McCarthy, quoted Sheriff Penrod, in the forth paragraph of above mentioned Sun article: “But the public needs to know that if it’s closed by another fire or a big storm, we’re right back to restricted evacuation routes and slower response to calls,” Penrod said.

Do I need to paint you a picture?
December 2 a.m. and the rain causes a mud and bolder slide blocking entrance to Bolder Bay Peninsula and the rain’s lightning strike causes fire on the Peninsula. 100 children are panicky as fire is burning some children alive. The fire is aided by a lake-wind as some children climb their fenced in camp only to be hit by equally panicky drivers trying to escape, using about 20 of the Peninsulas intersections, which have no stop signs. Another 20 children run to the lake an all attempt to enter a three-seated boat, which easily capsizes twenty yards from shore. Children drown each other trying to keep their own head above the cold December waters. Meanwhile Big Bear lawmakers are putting the last of the soon to be opened Christmas presents under the tree, smiling because they got a bonus for saving the city $50 million. Money that should have been spent on Carl G. Mueller’s suggestion of an Eminent Domain land exchange with the YMCA camp.

Correctly and courteously
New YMCA camp could be bigger with a horse ranch and open areas. The Bolder Bay Peninsula camp could be a training center for seniors, police, and fire department personal. A senior learning center could teach evacuation of lake-trapped citizens. This Bolder Bay Peninsula lakeside senior learning center would have an excellent location for supplying equipment needed to evacuate citizens using the lake. Using the lake because other evacuation exits are restricted. Senior learning center could teach seniors all the new electronic communication gismos and teach how to write and communicate correctly and courteously.

Sincerely,
Carl G. Mueller, Nam 68

Subject:
Drugs heighten motive causes planed shooting. Planed shooting can NOT be dismissed by a Time Frame or Recklessness.
Discussion at Big Bear Sheriffs Department on 8/16/05, 11 am.

In attendance two Santa Monica YMCA supervisors: Ms Tara Poposina and Mr. Scott Andrews, with the possible appearance of camp director Mr. Dean Hasting as I requested.

My Outline for discussion:
1. My Conversations with:
Rich Richenburg ………….…… Loud Music, BB gun
Dr. Robert Holcis ……………... Arrows
Ms Tara Poposina . Loud Music, Early morning hours, Drug test
Mr. Dean Hastings …………. Loud Music, Early morning hours, Arrows
Deputy Edward Jimenez …. Arrow poem, All of the above

2. Above conversations shows me that Mr. Hasting’s pattern of deceptiveness mislead deputy Edward Jimenez, and that Mr. Hastings has a motive to hurt and or scare me.

Rich Richenburg, Loud Music:
According to a conversation on August 11, 2005 with my Landlord Mr. Rich Richenburg, loud music being played at the YMCA camp was commonplace while consolers played basketball. In fact, on numerous occasions Mr. Richenburg had to go over to camp and request that the music be turned down. Mr. Richenburg went on to say that he finally gave-up trying to keep the music low.

Rich Richenburg, BB gun:
Mr. Hasting told Mr. Richenburg that children living outside the camp shot out Mr. Rich Richenburg’s windows with a BB gun. Mr. Rich Richenburgs says that was not the case. Mr. Rich Richenburg claims it was children within the camp who shot out his windows.
Mr. Hasting used same excuse (children living outside the camp) when I told Mr. Hasting my scared boy story.

Dr. Robert Holcis, Arrow:
A member of the Dr. Robert Holcis’ family complained about the dangerous use of arrows by the YMCA camp. The complaint might have been based on the arrow that almost hit me in the head. Mr.Hasting might have misled Deputy Edward Jimenez about Holcis’ arrow complaint.

Time Frame and Recklessness can’t rule out possibilities of planed shooting.
Since know one has talked to the child or children shooting the arrow(s) then Mr. Hasting, could be misleading officer Jimenez. I think Mr. Hasting is claiming that children shot more then one arrow in the air recklessly on August 3, 2005; at the relatively same time one arrow was seen by me hitting the street and just missing my head by about ten feet. A misleading time frame story by Mr. Hasting could make it appear other arrows where shot at or about the same time. Therefore it’s possible that no one arrow was deliberately shot in my direction to hit me. Unless of course children influenced by an arrow poem, shot arrows recklessly, then someone could have used the children’s reckless actions as a cover up for an intentional arrow that was shot at me. Where was the councilor who was supposed to be watching the children so they don’t shot arrows recklessly?

When the arrow hit the ground I looked around briefly but because of the high shrubs I could not see the Archery range. I did look for other arrows as I continued walking towards the buss stop but saw no other arrows on the street or in Holcis’ yard.

Hasting told Deputy about arrow shooting Poem; taught by councilors?
After I was gone, Hasting and or the counselors could have had children say a poem and then shoot arrows in the air landing in Holcis’ yard. This later shooting could have been done to cover up for the deliberate attempt to hit me with an arrow just minutes earlier.

Additional Reasons to question child story of arrow shooting or was child on drugs or mentally aggressive? What is the YMCA’s screening procedure of children? Do the children cause a threat to the safety of neighbors?
It is kind of hard for me to think that I was not seen walking down the road if someone was going to shoot an arrow in the air in that direction. The archer’s shooting area does have a roof, so the archer would have to walk outside the shooting area and this would make my visibility even more noticeable!

It appears from my investigation that it would be easy for an employee, from the camps Water Front Staff, to stand on their second floor entrance staircase and shoot an arrow at me, then duck back into their living quarters without being noticed. The Water Front Staff’s living quarters are located above Mr. Hastings living quarters and that building is where the loud parties take place.

Motive:
Mr. Hasting or a YMCA staff member might have had a motive to cause personal injury to me because; I may have been seen as the sole person who made him/them change his/their drugie type life style. The degree of the dislike would depend on how much the arrow shooter(s), Mr. Hasting and or staff member(s), disliked me controlling the party like life style in which they had become accustom to. If removing the music removed parties and drugs, then there is no saying how much dislike exists now!

More Motive and Why the party like life style changed?
I made a telephone complaint on July 12, 2005 to the Big Bear YMCA camp headquarters in Santa Monica. My call complained about loud music & party like life style that literally lived within and around Mr. Hasting’s residence from about 5 pm, with loud music being played by those using the parking lot basketball court. The basketball would stop but the loud music and party type activities would continue until late night and sometime into the early morning hours, almost 7 days a week.

This had been accruing every month in different degrees ever since I moved in across the street on August of 2004. I am referring to loud music by those living above Mr. Hasing’s residence and or visiting Mr. Hasting’s residence or loud music by Mr. Hasting himself.

Sincerely,
Carl G. Mueller, Nam 68
